John R. Lloyd recently merged his highly specialized real
property taxation practice into Nowell Amoroso Klein Bierman.
Mr. Lloyd has established himself as one of New Jersey’s
foremost real property taxation lawyers through his 20 years of
practice in the field. He now leads a department which
provides a full range of service in all aspects of real property
taxation including counseling, litigation and legislation.
Mr. Lloyd has represented all parties involved in real property
taxation including taxpayers, municipalities and related
interest groups. This experience provides Mr. Lloyd with
the unique ability to evaluate and litigate every aspect of the
real property taxation system in the State of New Jersey.
He has twenty-two (22) reported decisions, two of which were
argued before the New Jersey Supreme Court. Mr. Lloyd has
handled matters involving literally every type of real property
including: regional shopping malls; four star hotels; corporate
headquarters and all other types of office buildings;
multi-family apartment buildings and complexes; industrial
properties of all forms from warehouses through special purpose
properties such as chemical plants, oil refineries, breweries,
regional reservoirs, and other unique properties such as golf
courses and amusement parks. Mr. Lloyd also has extensive
experience in the real property valuation components of
redevelopment law, including condemnation proceedings and
Payment In Lieu Of Tax (“PILOT”) agreements.
Mr. Lloyd was extensively involved in the recent property
taxation reform initiative undertaken by the Governor and
Legislature. Mr. Lloyd testified before and then provided
further analysis to two of the four special legislative
committees formed to recommend reforms. He continued to be
involved with legislators and their staffs as those proposals
moved through the Assembly and the Senate.
Mr. Lloyd is a frequent lecturer at continuing education
seminars for the appraisal and assessing communities. He
has also authored several articles relating to the field and is
frequently interviewed by the press for issues relating to real
property taxation.
Mr. Lloyd has served on the District Ethics Committee and has
been appointed to the Supreme Court Committee on Taxation.
Mr. Lloyd received his Juris Doctor degree from Rutgers
University Law School and has also received a Masters of Science
from the University of Pennsylvania and a Bachelor of Arts from
St. Joseph’s University.
